The pump is located in the tank. They are not an uncommon failure. If the plugs are getting fouled though you may have a problem with the fuel pressure regulator or the plastic tubes that are located under the upper intake manifold. I see that a lot as well. I can't diagnose your problem without seeing the van.

IN THE TANK, but get a second assessment, that doesn't sound like fuel pump problem. A fuel pump only runs during the ignition phase in a motor, then the engine takes over and vacuum draws fuel in to the injectors or carb. If the plugs are fowling and wet then fuels getting there so the pumps working! You may want to have the electrical system checked, I'd be curious to know if there was spark getting to the plugs which a easy fix.
A garage with a diagnostic equipment could find that out for about $30.00. That would get you at about another 30.00 fro parts that you could install yourself with a little help, easy stuff.
Or an hour labor charge at the shop.
good luck!

the pump should be under the van back at the gas tank. It could have water in the gas but not likely. So just check under the van at the gas tank and it should be there. good luck

The fuel pump is prob attached to the gas tank. It could be as simple as a fuel pump fuse. Look in your manual for the fuse box and look at that fuse to see if it is blown.
