Preliminary interview: To weed out applicants without the correct education, background, skills or experience. Basically it's a mini phone interview to see whether or not you have a good grasp of English (for example) if communication is a big part of your job.

Formal Job interview: After you pass the first 'round', they then take more time to seriously consider you as a candidate.

A lot of companies don't want to do formal job interviews for a ton of people, only to find out during the interview that the applicants have no idea what job they had applied for, or don't have the skills to do the job in the first place. Hence, the prelim interview.
