Initial Public Offering. It's when a company (typically a private company that is going public) offers shares in the company.

The money goes to the company.

Compare this to normal stock trading, where the seller (whoever that may be) of the shares gets the money.

To buy in an IPO, you have to be registered with a sponsoring broker.
