recently i was at walmart and run across a light you screw on to your tires as you go down the road, they blink at first, but the faster you go.. they look like neon lights on your tire.when you stop the vehicle the stop too. if some one knows this awnser.

Why does it matter? It's not that bad of a distraction and plus if someone just stares at them for ten minutes they're an idiot.
