who makes the desicion to have subtitles for tv progs my mum is hard of hearing and some chanels on cable dont

have subtitles on them i wounder why can any one help

My Dad has a similar dilemma. To be closed captioned the producers of a show generally need someone to sponsor the captioning being done w a cash commitment.

Some older shows are just beginning to get captioning in the last few years. It will get better year by year.

You could go on line & express your desires to that particular cable channel too.
