The problem is that a single person is rational, but the group is not. You know how best to deal with a situation before hand, but when you attempt put it into action within the "group" chaos ensues because you do not dominate the situation.
An example of this is asking someone out on a date. If you're a shy person, you will rehearse things over and over in your mind until you are confident in your decision. Upon approaching the person you want to ask out, you babble nonsense and look like a fool because your insecurity overpowers your rationality. On the other hand, if you are very secure with who you are, and attempt the same situation, you will come off smooth as silk.
This explains why there are obvious members of our species who are more adept at leading than others, they are able to keep control of their rationalism to make people productive.

"Our two minds .... One is an act of the emotional
mind, the other of the rational mind. In a very real
sense we have two minds, one that thinks and one that
feels" (Daniel Goleman, Emotional Intelligence,
Bloomsbury Publishing, London, 1996, page 8). This
rational mind is also called the faculty of logic and
reason. Logic has its own limitations:
In the 1930s, Austrian mathematician Godel proved a
theorem which became the "Godel theorem" in cognition
theory. It states that any formalized 'logical' system
in principle cannot be complete in itself. It means
that a statement can always be found that can be
neither disproved nor proved using the means of that
particular system. To discuss about such a statement,
one must go beyond that very logic system; otherwise
nothing but a vicious circle will result. Psychologist
say that any experience is contingent - it's opposite
is logically possible and hence should not be treated
as contradictory.
The Upanishads call the emotional component of mind as
Chitta and the rational component of mind as Manas. The
nature of Manas changes with each and every perception
and it's understanding. Manas represents the
intellignce of a person. In general, women excell in
Chitta and men excell in Manas. Men have the ability to
transcend the limitations of Manas and activate the
higher component of mind Buddhi (intellect or wisdom)
which deals with deliberation of the pros and cons
using discrimination after considering what is
emotional and what is rational. It overcomes the
limitations of logic and reasoning.
In English, 'flourit' means the age of dawning or
flowering of wisdom; it also means the age of 40. (See
a multi-volume dictionary in a library). Generally,
Buddhi starts funtcioning after the age of 40 years,
but it may take longer for others. You can not blame a
teenager or a youth for not having it. It is a general
observation that only person aged beyond 40 years are
called intellectuals.

The human brain consists (for the purposes of your questuion anyway) two parts . . . the neocortex or "new brain" which controls cognitive function, morality, rationaluty and so on. This part of the brain is, evolutionarily speaking, new and does not control the human animal, but merely influences its thoughts. It is responsible for abtraction, ideas, logic and all of that that we *wish* we were controleld by but aren't. The "old brain" is the paleocortex, which controls emotions and which really controls us. When a conflict is present between the desrire for self-fulfilment in any way and morailty or rationality, the two parts of the brains have a sort of internal struggle. In most cases, the more powerful Old Brain wins. You can see examples of this throughout all of human history where brute force, ignorance and blind rage have outed morality, rationality and all of the ideas and ideals that we thin make us better than the other animals.

The short and logical answer to that is; because most humans only judge with their emotions & not with true logic. Or they try to be logical but pollute the facts with their emotion & be too arrogant to realize it. It takes careful thinking to seperate your feelings from the facts, & the majority of people don't do that.
Thats why we have racism, sexism, hypocrites, hypocrites that don't even realize they're hypocrites, & all the others that think illogically, but claim their being logical.

Humans are supposed to be generally rational beings... but they never are... this is because they crave power and in a situtaion that needs rationalism, there is usually an essence of power invovled... so therefore... they go irrational!
