I assume this is a work computer or maybe even an ex-work computer? The administrators of IT in any firm can block the machine from opening any sort of file they wish as far as i understand due to virus risks etc. Same goes for websites with key names in the url. You need to log in as the administrator to change this.
Or you may just have a virus. do the usual running of antispyware programs and virus scanners while in safe mode.

Yes not every file you will be able open on your computer because you might probably not have the required software in your system/regarding the administrator problem you can rectify that by going to your admin setting and undo anything you deem unfit

The message means that you do not have the permissions to perform the operation that you are doing.
If you are on your own pc, log in from the administrator account and perform the operation.
However, if you are on a LAN you will need permissions from the administrator of the LAN.

Depends on the type of files you are trying to open.
If you're in a work environment the administrator has disabled access to that type of file because it may be a known hazard. If it is your machine then you may have to relax your security measures.

You might have a setting that is set to refuse the opening of certain files/folders/programs.
Have a look at you settings panel and see if any boxes ticked that might create this problem.

It means your companies firewall won't allow you to access that particular site. I have the same problem on my work computer.
