you can write html using any text editor (notepad.exe) and save it with a .htm or .html extension. You then normally upload it to the website using an ftp program. (file transfer program)

Your hosting provider should have provided you with a basic set of instructions for editing your website contents. The most basic way though would be to use a text editor (NotePad, WordPad, vim, or any other editor) and save the file. Open a command/shell prompt and use FTP to the site using the credentials given to you by your hosting provider. Use the "put" FTP command to copy the data to the server.

If you have an application like FrontPage, that sort of application has an option to connect to the website, again using the login credentials provided by your hosting service. In FrontPage, you can visually edit the html file and it will handle the transfer behind the scene for you.
