Candling is a quick and simple way. You hold up the egg to a bright light source (farmers used to use candles, but incandescent light bulbs work fine). The light will partially pass through the egg, and if a chick is developing inside, you will see its blurry sillhouette.

I work at an aquarium, and even though we have all sorts of top-of-the-line technology, guess how our vets tell if penguin eggs are fertilized? Plain old candling, just like farmers used to do.

Quail are very similar to chickens, so look up how to tell if chicken eggs are fertile.
