Police communications have changed recently. They have never been in the FM band of 88 MHz to 108 MHz. They have been in the VHF Hi Lo bands 45 to 49 MHz and 150 ish MHz. Then they started with UHF and moved up to the 400 MHz range. Radio Scanners at this range were easy to obtain and sold for about 100 dollars with more features costing more money. Then they went "trunking" where multiple radios could talk to multiple dispatchers doing the same job. This requires a trunking scanner to follow the calls. Then came the opening of the 800 and 900 MHz band and that required a different scanner. Now most of the services have went digital. Cost of about 400 to 500 dollars but still obtainable to John Q Public. Have to remember one more detail....they also use laptops and can now communicate directly with their headquaters which uses a data digital signal and cannot be picked up on any scanner.
