Two questions I have spent ridiculously too much time thinking about. (I'm a wrestling loser, what can I say)

First, the cruiserweight division.

I think taking the title off of Helms was a bad idea, especially to put it on an even larger Chavo. (If Matt Hardy isn't a cruiserweight, I have a hard time believing Chavo is.) To fix the division I would make the cruiserweight division a little more fast paced (not so much as the X-Division in TNA) and a little more 'crazy' - think of all the Luchador matches: I want people flipping out of the ring into a sea of other cruiserweights. Short term, to build interest in the division I would:
1.) Make sure that there's at least one solid cruiserweight match each card
2.) Have the title change hands at least relatively frequently to build interest.
After a while of this, I'd probobly turn Helms face, and have him quest for the title, failing to get it in a series of triple threat or 'battle royal' like matches. OR, I'd have him win it, stay heel, and hold onto it by the skin of his teeth in a series of triple threat or battle royal like matches.
(How cool would it have been to see Helms come out on SD and demand that Chavo step on a scale. Then, when Chavo weighs too much, Helms declares the match invalid, and regains the championship, EVEN THOUGH he was eliminated from the match by Yang. This sets up a big feud match between Wang-Yang and Helms for the title at the next ppv? That'd be classic wrestling, right there!)
I'd probobly also hire a few more guys, there's pleanty out there, to keep things fresh.

Now for the Tag Team Divisions...

On Smackdown, I like Kendrick and London. They just need some more competition. I'd bring in some more teams to feud with them, but wouldn't take the belt off of them anytime soon. Some teams, like LaResistance, for example, are looking for a place to go.... why not give them a feud with the champs? Other then bringing in a few more teams (MnM?), I'd leave SD alone.

RAW, on the other hand, makes me more then angry. Cena and HBK are BURYING the Tag Team Division. And for what? So that Cena Vs. HBK seems like a 'bigger' match? It's allready got enough of a draw, it doesn't need the Tag Titles involved. Instead, we're robbed of a big Tag Team PPV match because Cena and HBK will be holding, and not defending them. Even if they were defending them, it's hardly plausable to think that the Highlanders, for example, will EVER beat Cena and HBK. It's just the worst booking I've seen in a long while.

Here's what I would do....
I'd immediately have Cryme Tyme STEAL the belts. (Yeah, I know they're 'face' but they want to be champs, ok) This leads to a Cryme Tyme Vs. Shawn and John match. Orton and Edge come down and cost HBK and Cena the match OR they turn on each other (which they don't want to do yet) and Cryme Tyme wins the titles. (Cryme Tyme's gimmick is allready getting 'old' so they better win the titles while they're still somewhat over.) This leads for a race to beat Cryme Tyme. We can get some solid matches in with all the 'lesser' teams. (Cade and Murdock should be pushed here over guys like Val and Vis or the Highlanders) In the end, The Worlds Greatest Tag Team should win the titles and hold them for some time (as long as I'll forecast) because they're ultimatly the best.

I think these changes in direction would benefit not only the divisions involved, but the product as a whole. Also, I'd get to see some great matches!

I feel both need alot of help. The crusierweight division is getting revamped though. Crusierweights they have are Chavo Guerrero, Gregory Helms, Paul London, Brian Kendrick, Daivari, Jimmy Yang, Rey Mysterio, Funaki, Scotty 2 Hotty and Super Crazy.

The tag team division needs a bunch of help with John Cena and HBK which can not last much longer, Rated RKO who are having problems themselves, The Highlanders(a knockoff of The Bushwackers), Cryme Tyme, Cade and Murdoch(A knockoff of AMW), The World's Greatest Tag Team, London and Kendrick, Deuce and Domino, Regal and Taylor and some times MNM and Hardy Boys.
