first of all, in general, earthquakes are not that frequent even in those zones
secondly, new soil is produced, richer in minerals and nutrients and plants grow better there and settlements have "sprung" in those zones just because of the richness of the earth
thirdly, some may not be able to move
it is pretty hard to prevent earthquakes and defend themselves against them , but from all i've heard, birds and small mamals can sense the coming eartquake (magnetism and all) and become much more agitated... like in kobe. i've seen this documentary on discovery that in Kobe, Japan, rats had fled the city a week before the eruption, and so did some cats and most birds

Living in a one-storey building is the best way. Did you notice that the buildings that collapse and kill people are two or more storeys? Also, not living downstream from a major dam helps.

My neighbors had a shelf around their dining room with a collection of rare and commemorative plates. In the 1971 earthquake, those all came crashing down!
My former girlfriend ties her cupboards shut with shoelace when she's not actually getting stuff out of them.

They live close to work . You can be killed at the president's farm by the USA VP. Everyone can't live in a padded cell.
what do you do! I have wondered why the government will call that area a disaster zone when something happens and Take care of those people. The same goes for living on a flood plain or in a bowl by the coast. Sorry I unloaded a little I could go on.

in countries like japan the only flat land suitable to build are in the earthquake danger zones. in third world countries they are not well educated and maybe don't realise and in Sanfransico may people live there as it where they want to live if you want to live somewhere you don't let things like earthquakes get in the way lol.

For many people in the world, there is no option. Consider Pakistan - millions of people living in poverty in an earthquake-prone region. They simply don't have the means to relocate their family to a more geologically safe region (although problems in Pakistan are far greater than earthquakes).
Most people live in San Francisco for it's reputation as a great city, numerous employment opportunities, and incredible scenery. The people that choose San Fransisco for this reason understand the ever-present threat of earthquakes, and simply accept it as a consequence of their location.

Everyone's gotta live somewhere.
Other people live in areas prone to tornados, flooding, typhoons, snow, ice, desert heat, lack of rain, hurricanes, marauding polar bears or mooses or elephants, hail, &c.
Much of SF's been 'rehabbed' into more earthquake-proofed structures.
Afterward you dust, same as any other earthquake area. Many are places you barely notice tremors or sleep through.

There is no place in the earth completely free from earth quakes. We have to live with the natural hazards only. But understanding and creating awareness will help to save the people. No place is completely safe for living in the earth ..

In third world countries, there may be nowhere else for them to go as they have no money to get there. There is also the issue that the place they live is home, and they are settled, having jobs, houses, friends, family etc. there.

Possibly a different answer from all. And if you consider the people in California, these same people also live in the mud slide, hurricane and forest fire zones.

as man has expanded as a civilization he has to move to places more dangerous to build on but a lot of big citys are built on earthquake zones [los angeles ] and [tokyo] to name but 2.
