A true leader succeeds in motivating people just by being his or her natural self. Churchill was like this, but nobody since then has approached his level. I once worked for a manager a bit like that. He never tried to persuade people to do things, but everybody just felt they wanted to do their very best for him.
Other leaders have to work at motivating people, and it usually comes across as faked. Tony Blair is like that, and so are Gordon Brown and Jack McConnell. You can see them trying, but you can see that it doesn't come naturally. Most of the managers that I've worked for have been like that too.

A good leader must have a strong knot at both ends of the loop. It should be as lightweight as possible and be invisible in the water.
Wait, am I at the fishin' hole? Ah, that still isn't bad. If we had a politician with those qualities I'd vote for them.
