No, it has no surface like earth does. It is not a very nice place. I think you should choose San Diego over Neptune. Much better.

It's WAY too cold
no oxygen to breath
methane atmosphere would kill you if you breathed it
we haven't even properly determined if there is a solid core in neptune, or how big it is.

People are father foolish these days.

Apart from it having no solid surface, it is WAAAAAAAYYYYYYY too cold. Wind speeds are VERY high, and it gets little sunlight.
