All my research shows that info to be incomplete at best due to sales info stemming from the US or from Europe.
Almost ALL research shows The Beatles, Michael Jackson and Elvis in the top 3.
As for your question: I believe if you say overall sales, then Led Zeppelin wins due to longevity and new generational discovery. If you say simply 70s, then ABBA wins due to the era..they owned those years as album rock withered to pop/disco.
ABBA Gold CDs still sell phenomenal numbers.
Led Zeppelin IV, and perhaps 1 and 2, do decent business but not like that lone CD.
I own all Zep albums and a "hits" box of ABBA..if that tells you anything.
Good music is good music. I listen to each in the different moods I go through "as we wind on down the road".

ABBA of course. The biggest money makers in Sweden during 70s are 1) ABBA 2) VOLVO, and 3) the country itself, in that particular order.
