In the US there are laws against doing things like mailing fake anthrax as happened after 911 in the US. Are there also such laws in the UK? If so what penalties are involved? what piece of legislation relates to this?

If it were proven that the intention of the person who is mailing the substance was to make people believe it were the real substance then they would be guilty of endangering the lives of members of the public. It is much like carrying a fake gun and holding up a bank. If the person you were robbing believed it to be a real gun and were in fear of their life the crime you have committed would be considered as serious as if you were carrying a real gun. Say for instance the person had a heart attack brought on through fear and they died, you would be charged with manslaughter. Certainly with the anthrax bit you would probably be charged under the terrorism act.

Any threat of terrorism , real or fake is a crime in EVERY country.
