When I was young, I had surgery to drop it, but even after that, it moved back up to just above my penis. I never had any bother or anything until recently when I was diagnosed with epidydimitis. I had antibiotics, and it cleared up for 2 months, but it's back. I was just wondering, cause it seems to be descending a little bit. But yes, it's coming out as soon as I get insurance. Just wondering what I should do in the meanwhile.

Your testicles should be in the scrotum by now, if they aren`t you should see a urologist. Testicles normally descend in the scrotum before or around birth, you could be at higher risk for testicular cancer.

You have the "retained testicle" and if you're young you've to talk with the doctor as soon as possible . During the birth (or some days later) from the groin the testicles have to come down in the sac while both the little duct have to close. If during the puberty some testicle isn't steadily in the scrotum its development doesn't start and later it only will be an useless risky organ!
Even if it comes down after the development (14-17 y/o) then isn't a working testicle. Anyway, you should get a surgery to fix the testicle if you're young or remove it definitively if you're older. Do it soon, please!

If it hasn't decended yet, speak with your doctor, undecended testicles can cause cancer very easily.
