per population for the past ten years, considering all weather conditions?

Ok - good question. Here is how I figure it. Nevada has the fewest tornadoes, with only 14 over a 25 year period, of any state. It has never been hit by a hurricane. It has never been hit by a major flood. My best guess is Nevada.

This is not a fact, but I live here in Ohio and there are pretty much no horrible weather conditions here. We get some snow, but you can always just move it. We just don't have the tornadoes, or hurricanes, or extreme heat or earthquakes, well that's not weather. I think 2 people died here because of the cold this winter.
