Depends who you ask. He considers himself a freedom fighter because he's fighting against a corrupt totalitarian government. The government, however, considers him a terrorist.
Among average citizens, opinions are divided. However, judging by the fact that a pretty good crowd actually turned up in the Guy Fawkes masks that V sent out, at least some people consider him a freedom fighter.

guess it always goes to the victor the way history is written . our founding fathers would be considered terrorist by the English. the people that flew the planes on 911 sure saw themselves as freedom fighter. for Mr. V his own words show
...A building is a symbol, as is the act of destroying it. Symbols are given power by people. A symbol, in and of itself is powerless, but with enough people behind it, blowing up a building can change the world.
But on this most auspicious of nights, permit me then, in lieu of the more commonplace sobriquet, to suggest the character of this dramatis persona.
V: Voilà ! In view, a humble vaudevillian veteran, cast vicariously as both victim and villain by the vicissitudes of Fate. This visage, no mere veneer of vanity, is a vestige of the vox populi, now vacant, vanished. However, this valorous visitation of a by-gone vexation, stands vivified and has vowed to vanquish these venal and virulent vermin van-guarding vice and vouchsafing the violently vicious and voracious violation of volition.
[carves V into poster on wall]
V: The only verdict is vengeance; a vendetta, held as a votive, not in vain, for the value and veracity of such shall one day vindicate the vigilant and the virtuous.
[giggles]
V: Verily, this vichyssoise of verbiage veers most verbose, so let me simply add that it's my very good honor to meet you and you may call me V.
Evey Hammond: Are you like a crazy person?
V: I am quite sure they will say so.
so would cast my vote as a terrorist, his foremost plan was for revenge not for freeing the country. like the movie a couple of his silquees are so memorising, but some of his beliefs are the same used by terrorist today. if you would like to see the best way to change a government go see the movie Amazing Grace. it is funny both movies are set in England based on ideas of real people ( Guy Fawkes and William Wilerforce) trying to chance their government. one by death and the other by the vote.

Both. I consider him like George Washington. English called him a terrorist, because he was going against his country, treason, but he was doing it for the right reasons, so a freedome fighter. V is doing it to open peoples eyes to show them what the goverment is doing to them, but then again, he does kill people and use violence to get what he needs to do, so terrorist.

That's the whole point of the movie. "Freedom Fighter" and "Terrorist" are just words. Is he crazy or is he sane? Is he right or is he wrong? How you see his actions just depend on where you're viewing them from. It's all about symbols and seeing that what you see isn't what other people see.

Of course he is both. He is a terrorist, in that he used terror techniques to upset the society. He is a freedom fighter because the society in question was corrupt. I loved this movie...it was as if 1984 was combined with Batman!

freedon fighters by definition are 'terrorists'. some people see those that committed 9/11 as freedom fighters whilst we see them as terrorists. depends which side you're on
and in answer to your question. due to the methods used in the film, we sympathise with 'V' and side with him. We therefore see him as a freedom fighter, and disagree with the actions of the repressors

he's not a terrorist. he wanted something better for the people. his intention or desire wasn't to kill or murder tons of people. no one was int he building when he blew up parliment. but it sure got people thinking.
a terrorist is someone who doesn't have regard for their life or the lives of others and is willing to take as many lives as they personally deem acceptable in order to get what they think is right, within their little vacuum that is completely out of touch with reality.

Freedom fighter--because he saves Evie, instead of killing her, also the way he kills the people who tortured him, he kills them with mercy when he could've tortured them like he was tortured. He was more about freedom for all than torture for the people who hurt him. GREAT movie!!!
