Hey hey....cool...a party.
At 17 I'd think she loved having her friends around and lots of them ; got a beach? Use it, have a bon-fire....no beach.....a lake? Try that, something outdoors, unless your back east or where it's cold now....
If your weather is tolerable I'd try a BBQ, large fire, frizbees and stuff....
If your in cold climate, try letting her plan some of it unless it's a surprise party. Maybe indoors with Subway as caterer and pick up some cakes at Costco with fruit and veggie trays.....always have a few stupid games and let them have at it, twister works...
In March things can be limited to inside the house.

A surprise party! That's probably the best bet. Invite all of her friends. If you don't know all of them, have one of her closest friends help you! I think if you try to do anything else it will seem kinda childish.

Unless it is a surprise party it is best to ask her what she wants.
If it is a surprise talk to her best friend, they will know what she likes.
