Personally, we used it in the Marines down at Camp LeJeune (called it Dry Sweep), and standard practice was put it down kinda rub it into the oil with your boot, when it looks like it has soaked up a good bit of oil, sweep up and dispose of in acordance with your local Haz-Mat guidelines, and reapply if needed.

In the shop we put it down daily then soak up the most then re-apply if we spill. letting that soak up for about 20 minutes
Then we will hit the areas that are stained and walk on the oil dry like putting out a cigarette butt working the oil dry into the concrete. This we do in about a half an hour. Floors look great. We also have them epoxied in the rebuild areas of the shop.

Till it soaks up the oil or becomes saturated. If you pour it in a pile you will need to stir it. The material on the bottom will become saturated if you don't stir it, then oil absorption is slow because it ha to wick to drier material. Stirring puts the drier material in contact with the oil. i usually leave it down for about a day. that way all the oil is dried up or what ever is on the floor.

saturate puddle w/ oil dry. rub in ( with broom) remove,repeat.
