You're right, I had little luck trying to find UK-based suppliers of soapstone. Does soapstone occur in the UK? I'm from US and all I've bought over the years has been mined here.

If you're not hung up on the soapstone, you can try searching for alabaster or mudstone. I've carved these easily with handtools in the past. The mudstone was black, very smooth-grained, a pleasure to work with and polished up very nicely.

I've not seen it myself you may have to import some from China.
Ebay research may give you contact - there are jeweller suppliers on ebay selling Rouge - they may have some soapstone in stock or at least may be able to advise you where to purchase same.
Have you tried web search for London Jeweller supplies or Jeweller Tools and Supplies, Soapstone - here are a couple of search links

because soapstone is so soft it is difficult to trasport. you should look under quarries. i am not a hundred percent sure but i think it comes from america
