Probably not, I have seen it on a rare few cars in the winter where the bumper cracks for no apparent reason, This is right around the wheel opening. as most of this buildup is either on the wheel well shroud or the mud flaps(if installed)
Cold temperatures alone have cracked the bumpers. If you think you may have been hit there should be tell tale signs of a hit.
You can fix this easily. On the back of the bumper sand down the surface 2" either side of the crack then use fiberglass repair kit to bond it back. Works well in a quick cheap fix.

hmm, good thought, the same thing just happened to me, and i thought i may have parked too far up, or on a snow and ice pile
