I was parked in a no parking zone for a very short time, when I came out an officer had started issuing tickets but not on my car. After I had started by car the office blocked me in with her car and issued a ticket.

The whole issue of being parking in a "no parking" zone, is that you are blocking others, or preventing them from parking or driving in that area. Wheather your car was running or not makes not difference. You we "stopped" in an area that you shouldn't have stopped in....so, YES...they can issue you a ticket.

if the car was in "park" then you get a "parking" ticket

they cant do that i would fight it maybe even involve the news because that is totally illegal. She cant block you in and then write you a ticket. If this is what really happened i would fight
