I'm making things of liquor bottles and need to drill holes through them I've burned out 2 regular drill bits attempting to drill through the bottles but have cut maybe half way through.

It's a specialty bit, diamond impregnated, round tipped. It actually grinds the glass out, not cutting it. You have to go slow, use very light pressure, and have patience. Glass is probably the most difficult material I've ever had to drill, so make sure you get a good bit, don't buy cheap.

There are drill bits made specifically for drilling glass. Ask for them at any hardware store.

My neighbor is a good handyman and he uses something called a 'diamond drill bit'.

I think they use diamond tipped bits for that, but I've never done it. Glass is harder than steel, which is your problem. There may be something short of diamond that would work, maybe titanium, but I'm not sure.

go to the hardware store and get a bit specially made for glass

Carbide tips usually work pretty well, depending on size of hole. Could try masonry bits, work well in ceramic tile.
