Assuming your mother is the sole owner and the property has no incumberances, then there is no reason why she cannot transfer title to you.

I am sure you will be aware that there may be income tax consequences for your mother if she continues to live in the property and does not pay a commercial rent. There may also be IHT consequences should she die within 7 years of the transfer.
