Your electric bill is based on the quantity of electricity you use, and that is measured in watts. The more watts you use, the more you pay. A 17 watt compact fluorescent lamp (bulb) uses much less electricity than a 60 watt incandescent lamp. LED use hardly any, but are expensive. The lower the watts, the less you pay - no matter what type of lamp you have. Motors usually use more electricity than lights. Make sure all your appliances are clean and in top working condition. For example, if the heat rejection coils on the back of a refrigerator are totally covered in dust, they are not efficient and the refrigerator will run longer than it has to, costing a lot.

I assume you're talking about Compact Fluorescent Lights (CFL's). LED's actually consume less, but cost a lot more. Go here for more info:

LED bulbs are the most energy saving bulbs.
Compact flourescent bulbs save energy but not as efficiently as LED's. LED's use one tenth the energy of an incandescent bulb.
