First of all, if the pants have pleats, ditch them. Pleats will make you look puffy around that area, and that's not flattering.
Second of all, blue is a neutral, so pretty much anything with go with it. Light blue, white or pink. It depends on the style of shirt and what you're wearing the outfit for. If it's for work, I would go with a white button down shirt or a light blue Oxford-type shirt. If it's a casual look you're going for, try for something more fun like a pink polo.
And always remember that your pants should never be tapered :)

I like dark blue. Also like pink polo if your pants are navy or dark blue. Anything goes really. Depends on where you going & what are ou doing. If you're going to work, wear button down shirt in light colors (white, bleu, cream, etc). If it's Friday, you can wear a polo to work (if your company has casual Fridays). If you're more adventurous, you can wear stripes in a button down shirt.

Blue-checkered cotton shirts are a classic match, although the style these days is an orange polo shirt.
