Actually, it is owned by a shrine - Fujisan Hongu Sengentaisha. Not the whole mountain, but from the 8th station to the top of the mountain (except for some public buldings).

The supreme court awarded the land to the shrine in 1974 based on old papers stating that the Shogun Ieyasu Tokugawa donated the land to the shrine. The government of Japan handed over the land to the shrine in 2004.

my guess would be the Japanese government as I'm pretty sure it's considered to be some sort of national monument
