Of course their personal life is included in their "politician character". Think about it this way, what about the people that go to church and say you need to do this and that, and then they go home and do the opposite of what they have been preaching. It is contradicting to say you want to do one thing, but actually do another. An example: If a politician wants to help minorities, yet he is known for being a raciest in his personal life, that is contradicting and if videos or audio surface showing that he may be raciest then his "politician character" may be ruined. As far as their work, if they are doing good work for the wrong reasons just to gain votes or something and they are not genuine, then that will show to the people. A good politician says what he wants to change, acts compassionate about it, and successfully changes it. I know I gave you some different examples, but hopefully you understood what I am trying to say and it helped you with your answer.

Character is basically what he stands for and his integrity. Unfortunately most politicians lose their morals and integrity in order to be elected or reelected. Since elections are expensive they become beholden to their major contributors.

They also tend to become egomaniacs and very adept at evading answering questions.

Its defined by how and where has he helped the people, ie where he has made a difference in the community, hence the need for so many signatures with their initial application for MP.
