Governments run on fear - in many ways in much the same way as most religions do ("follow us or burn in hell etc")
It isn't some sort of hidden conspiracy - it is a simple fact - people who are in fear are more likely to follow their governments orders than people who do not.
As such, American and English governments harp on endlessly about the threats of terrorism (despite the fact that you are VASTLY more likely to be killed by lightning) until the country is in a condition of fear.
Care? Well once you have managed to make people fear you, you can then tell them that if they do what you say, they will do their best to protect them! Not unlike the "protection rackets" - scare the crap out of someone, then make him toe the line, if he does, he knows he is safe.
I think the notion that "being cared for" and "how much do you earn" is a nit of a red herring. Sure the poverty stricken will perhaps feel (rightly) that the government couldn't care less - but the truth is they couldn't really care less about you if you are well off either.
Take the UK, we have a figurehead called Blair, who (like or dislike Labour), is now increasingly harming his country AND his own party. The reason? He is a vain little man who is hanging out so he can claim his "10 years in office". Sod the country and the consequences to everyone else. A very vain, ethically bankrupt man - who is using the usual fear of change / fear of terrorism to remain in place al ittle bit onger while "we sort out the bad guys for YOU".
So, except for folks who are, perhaps happy to belive what they are told at face value, I suspect that the correleation between "money and care" is going to be loose in the extreme.

I don't think this particular administration (Bush et al) cares for the American people period. They do everything in their power to not help those that are in need, and I'm not just including those that are severely economically challenged but our own military veterans. Not only are the living conditions of those that are recovering miserable and substandard, but once they're released from the armed forces due to their disabilities, many are homeless. In fact, homelessness is again on the rise as it was during the Reagan administration. Our vets are not getting the mental health care and help they need either...this has turned into another VietNam whether or not anyone wants to admit it.
As for how much I make, I pay more in taxes than some people make in a year. And let me say one thing, I don't mind paying my taxes when I know they will go to helping those less fortunate than myself. I do hate paying taxes to support the likes of Halliburton, Bechtel, and the WalMart family.

This is a tricky question. There is no "government" that cares about its people. Governments are made up of people, and the real question is whether the people that are currently running the government care about all of its citizens, or just a select population. Republican administrations appear to care more about white collar males, members of strong Christian groups and anyone promoting growth in industry. Democratic administrations tend to favor blue collar workers, females and minorities, children, anyone generally opposed to allowing Christian groups to influence the law and anyone attempting to sacrifice nature, public health or wages to promote industry. So, whether or not the government cares about you often depends initially on what you believe and who's in charge. The current Bush administration doesn't seem to be in touch with what we want as a nation, but Clinton's administration allowed a lot of needed jobs to be moved to Mexico. No one seems to want to help us get cheaper prescription drugs, and it seems that no matter who is in charge, laws passed in Congress appear to have more loopholes than binding legislation. On the other hand, someone makes sure the local playground equipment is safe for our children, the water is supposedly safe to drink and people who sexually prey on children go to prison so they can learn how it feels to be helpless. I've lived in several countries, and all in all, this is the best government I've ever seen for a country this size and with this much power and natural resources.

The government is not a single person, so of course it doesn't "care." Caring is human emotion, which cannot be felt by a government, company, or even an organization.
Don't mistake policies for caring/not caring.

My dad died because of Agent Orange and the government payed for my way through college. I had a problem with my neighborhood. I wrote to my local congressman and the problem got resolved. If you spent more time actually participating in resolving problems and working with the government rather than complaining about it. We would all be much better off.

Probably because the government is supposed to be run by those who are employed to be our Representatives. Most people believe that their fellow Americans would care. So they naturally believe that the government, as representing their friends and neighbors, would care.
And my income is not your concern.

OF course the government cares about me and every other citizen. Who else is going to pay the taxes? Who else is going to vote them in office.

It is amazing that the majority of people think the Government cares. The powers-that-be want us to continue thinking that so we will do their bidding.
