Where can I publish a English translation of a German novel?

I am working on a translation of a book from German into English and I would like to know what publishing companies are out there that would be good to offer my book to.

Do you own the copyright to the book in question, or is it a public domain book? If the answer is no, then you cannot legally publish it anywhere.
