My answer is: DEFINITELY!!! I am French, and when i fist moved to England, 10 years ago... I was like a lost puppy!!! I have read all sorts of literature.. Books, magazines, newspapers. You will be amazed at how your vocabulary will expand, sometimes without even you noticing it!! If you come across a word that you do not know, feel free to look it up, but I can assure you that after coming across a word many times, because you will read it in many different contexts, you will be able to guess its meaning. Whether you are already speaking English or not, I would encourage anyone to read as much as they possibly can. It will help you tremendously.

I think it depends on what kind of literature you read. Any books usually help but sometimes things like Shakesphere might be frustrating and hard to understand for any english speaker.

I think any reading will increase an individuals vocabulary; and it will definitely increase our mastery of English.
