To be tickled requires an element of surprise or unpredictability. If you try to tickle yourself, you know where and when it's coming, so it doesn't tickle.

I think it has something to do with knowing it's about to happen. Your brain can distinguish pleasure from pain, hot from cold, and smooth from hard, so why not someone tickling me from me tickling me?
