I don't know what exactly they do.But I know this much that they should celebrate their birthday in different manner not just by having dinner outside or just going to just nearby place. It just should be something really very special as this occasion is very special for them and they wait for this occasion for it for 4 years.
MAYBE,THAT THEY SHOULD CELEBRATE IT ON THE NIGHT OF 28th FEBRUARY

I have always wondered what people do who are born on leap day, February 29. Obviously they age each year, but do they celebrate it on the 28th or the 1st? And when their actual birth date does come around, do they have a really huge bash to make up for lost time

They usually celebrate on March 1st, and then every 4th year they have their own day. I have a friend who's twin sisters were born on February 29th. Plus they can claim that they are only a fourth of their age when they are older. So when they turn 80, they'll only be 20.

They usually just say it is there birthday, maybe the day "before or after" the day that is supposed to be February 29th. If you know what I mean.

They choose a day close to when the 29th would be. Or they just age one year for every 4 years we age....LOL
