Best software for something like this is Photoshop, however you don’t need Photoshop you can just use Microsoft Word. Follow instructions below.
1. Insert all you pictures into MS Word document
2. Right-click on the picture(s) and go to Format Picture
3. Go to the Size tab and change the size per you desire
4. Save you document as a Web Page to your hard drive by going to File->Save As->Web Page
5. Use Microsoft Explore to go to the saved location.
6. You will find a folder with the same name as the web page
7. Inside the folder you will find a copy of the original and the scaled picture.
Good luck :)

I'm not sure what program you have your pictures loaded onto, but I use Corel Photo. I use that for all my centering and red eye problems, things like that. I use Irfanview for sizing. You just go into it and open the picture you are wanting to size. Choose resize and when choosing the particular size, I always go to the smallest size and then select the "half that size button." Select ok and then your picture will be that size. Don't save it to that size until you're absolutely sure that's the way you want it permanently. Hope that helps...it works for me!

Assuming you have Windows XP or Windows Vista, I recommend a program called Picasa 2 from Google.
http://picasa.google.com/#utm_source=en-us-more&utm_campaign=en-pic&utm_medium=et
It's a free photo-organizing utility. You can crop pictures, adjust lighting, colors, contrast, and brightness, straighten them, and much much more!
When you're done, select the pictures you want, and then click EXPORT on the lower menu. You'll be presented with a dialog box where you can choose what size you want depending upon your needs. You then save those exported pictures to a separate directory, and from there, you can upload them to your web site.

You can download a free program called irfanview. Once you download the program you can go into it and open your photos. There's a re-size option. Make it as small as you need and then save it. (I would recommend separately from the original so you can still have the larger one for printing etc.)
