Well, first off, the condoms would have to be placed in a biohazard container as they contain bodily fluids. That would mean everyone who uses condoms would have to have one of these containers in their home (along with hotel rooms, cars, in the outdoors...lol..anywhere people can think of to have sex in general). Something tells me that the compliance rate for this system would be very very low. Also, depending on the type of waste, liquid in particular (semen), some are disinfected with a bleach/disinfecting solution before they are disposed of. Other types of medical waste are burned.
So, long story short, more money, and resources, would be utilized to recycle condoms, than would be preserved by recycling them. Just think of all the chemicals used to sterilize them(which further pollute the earth), not to mention the man hours necessary to take care of the waste. Along with that, trucks are utilized to haul the waste to a recycling facility ( a fact that most people do not consider when they want things recycled) which pollutes the environment even more.

you've defined Al Gore. Reject the means guzzling mansion and preaching. The earth has sessions of warm temperature and chilly over thousands of years, so any organic phenomenon might want to no longer be preached hostile to and a modest homestead might want to apply a lot less means.
