Actually the first President to make the association & express concern was Thomas Jefferson. The term lobbyist had not been coined yet, but the practice of wooing elected officials w favors & gifts was already existant..

Jefferson spoke of his concern about appearances of impropriety even when none existed. He was perhaps the single greatest mind of his era in observing government at work, & expressing how the processes might best evolve.

I don't know if he was the first but Eisenhower warned the dangers of the military-industrial complex. Lobbyists, military contractors and the military working together for their own interests. He was right and it is happening as we speak. Military men retire and either work for contractors or as lobbyists.
