Try Gunslinger Girl, Ergo Proxy, GunxSword for the whole shotgun/modern meets magic technology deal. GunxSword for the mech stuff too.
Saiyuki, they are not really cops, but Sanzo has a holy gun and they do fight zombies sometimes. Cyber City Oedo and Bubblegum Crisis are all about the Cyborgs.
Jyu Oh Sei is a good fantasy action type.
