Yes.
The gasket seals oil, water and the combustion cylinders. Your gasket has gone between the cylinders and the water jacket

Have you done any other repair/maintenance to this car recently that would expain the bubbles? For example, if you replaced the water pump in the past couple days, the system could still be purging itself.
The oil leak does not prove, or disprove, the head gasket theory. Could be leaking from valve covers, lower intake manifold gaskets, etc.

the little bubbles shows that you have a very small amount of
combustion leak through your cylinder head gasket it is not over heating yet because it is not yet pressurising your cooling system
you will have an overheat if you ran out of water and coolant and once you overheat your head will warp or the head gasket will be cooked thats the time oil and water mixed or vise versa
your rocker cover gasket is gone

It is possible your car breather system is blocked. This allows crankase pressure to be piped to the atmosphere and if this is blocked the build up of pressure could cause the oil leak.

If you have a friendly MOT test station ask them to put the emissions tester (normally goes up the tail pipe) into the neck of the expansion tank, it will detect burnt gases and you'll have a definitive answer if gases are being released or it's just air.

test for exhaust gasses in the coolent. vapour is drawn through a liquid which changes colour if exhaust gasses are present. this will establish if the head gasket has failed or not.
