Our spirit week is this week and my sister wants to dress like she's from the 80's/90's. How do I create this look with her clothing and make-up?

My favorite look from the 80's - which is when I was a teen - a jean mini skirt, with dance tights under. (cut out feet ones) I wore a lopsided ponytail, and if you have neon clothing and friendship bracelets, lots of those.
I would say heavy eyeliner would look pretty terrific too.

As far as make-up goes, take a black eyeliner pencil and put it under a match to melt the tip, then carefully draw it inside the eye for the dark smoldering look of the eighties. Take Clinique cake eyeliner in either soft brown, or soft black and line around the entire eye top and bottom. Use a dark eye shadow, preferably charcoal gray on the lid and extend it out to the corners of the eye in a V shape. You can add a light highlighter above it if you like. Add two coats of mascara on top and a little on the bottom. You can add blush or not depending on your preference. Foundation is also optional. If you can go to the thrift shop and find glitzy clothing with big puffed sleeves, or wear spandex pants and an animal print top in either leopard of zebra, or if you want to be daring wear a bustier, add a rhinestone choker. Wear platform heels, and make your hair big, tease it the higher the better.

First, lots of neon. Big chunky jewlery in wild colors, anything acid wash, leggings, pumps, leg warmers, and tease the hell out of your hair! Colored denim was also a big hit and mini skirts! Kinda like the punk rocker looks today.
