Unfortunately, the UN of today is too much dominated by the US. The ICRC, on the other hand, is very helpful for prisoners in prison camps. But it is not connected with the UN, and in fact, delegations of it visited WW2 death camps (such as the one in Lublin-Majidanek), which is before the UN existed.

UN has its own military. When someone violets peace UN army is used. UN approaches both opposite sides with authority and maintains lasting peace.

To keep/maintain peace between to waring nations (untill a peoples Govt. can be formed) or a nation under civil war.
