If a fully owned subsidiary of an Indian co. provides services to holding co., would service tax be attracted?

Yes, for the basic reason that both the companies are different entities in the eyes of law; separate name, separate assessments..., however, the service tax paying company can claim refund/adjustments of the Services tax as well under the applicable CENVAT rules.
