I was wondering if anybody knew if it is possible to install an underground storm shelter where the water table is high without any problems??? Also, what are the lowest prices underground storm shelters?

Depending on your location , you would just want to build a solid basement with waterproof cement (like a pool) and have a sump pump . You normally would not have much water in a tornado but you would in a hurricane.
If you are too close to a flood plane or storm surge area, the better plan would be to visit family else where when you get the hurricane warnings !
Hopefully people learned the value of relocation from the New Orleans experience.
