I have been screwed over by the city, and my only recourse would be to hire attorney's which I can not afford. The town Manager is a little hitler and runs the City like it's Nazi Germany.

I would say so...you are acting in their name and making an implied or express representation that you are the person applying. That would be fraud and/or identity theft.

If it is not illegal, it is immoral. Why would you behave so rudely? Obviously not one to fight fair, eh?
