Or does anybody know how I can incorporate it into a baby book without using tape, or how I can display it as a keepsake?

NO! Please do not laminate anything that is going to be archived. Creative Memories makes a product called Memorabilia Packets, which are made for preserving items that you don't want to/can't adhere to your pages. It's similar to a tiny baggy, but is completely photo safe. Laminating products may yellow and the acids may leach into the rest of your book, destroying all of your work. Creative Memories also just came out with a ton of great new baby items.

Lamination might melt it. Hair doesn't take well to heat and baby hair is even more fragile. I've tied mine with ribbon and put it into a tiny ziplock bag. I don't know where I got them, but I think it's something we had lying around that came with an extra button or a small sewing kit or something.

I wish I'd thought of that, laminating sounds good...
Make a 'shadow box', where items are in a shallow wooden box the dimensions of a box LID, and has glass as a lid, or cover.

I wouldn't try laminating it. Try finding a little envolpope from you scrapebooking supply and inserting the hair into it.

Yes it can.
Or get craft glue and drip some in your baby book and neatly place a small chunk of hair in it. And let it dry overnight.
