Well, if its a compliment, then obviously, I'd take it as a compliment. I dont think its necessary to get freaked out if the man carried on and walked away.
Compliment on material things like car or house is different to compliment on ourselves. But in both the cases, there is no need in getting freaked out.

That's not polite. Men aren't ignorant about women's sensitivity toward our vulnerability within the culture, so I'd view that as deliberately being aggressive, or (worse) the guy's warming up to accost/harass some female further down the line.
