Many good answers so far. Heres just a few more suggestions. Try some good old WD-40. Spray it on, give it about 15 minutes, then try removing the bolts. (Heres my question: You mentioned Bolts; are the hexagon head bolts, or do they require a flat/phillips screwdriver?) It thet are hex bolts, put an open end hex wrench on it an tap the opposite end with a hammer, preferably a rubber mallet to spare your fingers. If this doesn't work, you can use whats called Bolt Extractors. You dril a hole into the center of the bolt, tap in the Bolt Extractor into the hole, then using a wrench, remove the bolt as normal. If none of the above work, Take it to nearest gas station and have a mechanic remove them. They have the tools and knowhow, and since its a fairly easy task for them, there should be no waiting and it shouldn't cost 'ya much. Good luck!

The best penetrant out there is called PB Blaster. Sometimes hard to find. WD40 is more of a light oil than a true penetrant. If you can't find PB Blaster, Liquid Wrench.
Soak them, wait a day, soak them again, wait a day, etc. Try them each day and you should have success.
If not, you will need to drill them out. (How can a hacksaw possible be used to cut a tight, flush, bolt???) Choose a drill bit slightly smaller than the diameter of the bolt and use a punch if possible to make very sure you drill down the center.

Well if your plates expired should you not just put that sticker on it? If you really need to take it off, try spraying 10W40 or some sort of oil base product to loosen it up. Also try with the screw driver hit the top of the bolts to also loosen it up a little. I hope that helps.

You don't need to remove it if you're just renewing it on the same car. They will give you new stickers you put over the old ones. If you are getting a new car and need to transfer them, just have someone cut the bolts and use new ones to put the plates on a new car.

WD 40 or Zepreserve. You an get Zep at auto parts stores. It has a million uses. To loosen bolts, spray it on wait couple minutes and waalahhh!

You can buy 'Liquid Wrench' at any hardware store. Saturate the bolts with it and then wait a few hours. Good luck!
