I want to make homemade pet treats and sell them online. Do I need a license to do this?

It really depends on the webiste. On ebay you can create an account to sell things, and to make your own shop without a license. You do not need a license to make your own website and sell it there. Type in google " create free website" and you should get some resuts on which you could create your own little shop. You can then advertise it on other websites that allow it for free.
But I do think that ebay might be the best choice.
