A flood ditch was made and I feel that it creates a flooding and traffic hazard. What can I do to stop this, even though construction is already completed. I have pictures available from before winter.
Who do I contact to resolve this issue immediately and win the case???

you probably don't have a case. flood drainage is a major problem in a lot of urban areas, and before any drainage problem is tackled there are lots of studies done on the best way to correct the problem, what is your problem with the fix? is is just an eyesore? is so you can mitigate that with a few bushes or a fence. If it is causing you a problem with flooding then you might have a case.

Unfortunately their isn't much you can do to stop eminent domain. You can try to fight it, but more then likely you'll be wasting your time and money. With the recent decision by the Supreme Court the law of the land is that they can take your property as long as it is for the good of the public. The court case that was decided didn't even have to do with a flood ditch or a school, it had to do with taking away homes for high rise hotels that expanded the tax base. Sorry, but the best answer for your question is to hope that your local government at least gives you a reach around after they are done with you.
